The Showboats

7.12.17 – All of the FBI is just one huge “showboat”in Trump’s words.

Their first and foremost concern is to manage their own publicity and to present themselves as the “heroes” to the American public, while, in fact, they are at the roots of the problem. And they are just as slow, flashy, exhibitionistic, inefficient, outdated, and ridiculous. The FBI’s incompetent, red neck, dim-wit nincompoops are not able to protect the country. Some people call them the ‘caps”, others the “feds” or the “g-men”. They should be called The Showboats, to use a surprisingly astute term and definition by Mr. Trump, although without necessarily agreeing with him on Mr. Comey and his firing. Comey, in my humble, outsider’s opinion, and on the basis of the press reports, is a very good and moral man. In retrospect, and in the view of what has transpired, (and we still know quite a little of it yet), the issue of his efficiency as the FBI Director might be posed, and this feature of his performance might be questioned. However, to be fair, the efficiency of the organization is not the direct translation of the qualities of its Director, it is much more complex and more “multifactorial”, it depends on many, and often times, conflicting factors. 

Introduce the legislation forbidding the FBI to manage their own publicity and to engage in self-promotion, self-advertising, and self-entertainment. They just have to do their job and to do it well and properly. We do not need “heroes” for this, or more correctly, the psychopaths in heroes’ clothes, of whom there are plenty, among both the agents and their “darling” informants, who manipulate the Bureau any which way they wish. This is “a first step if the FBI is to be transformed into the first-rate crime fighting organization it professes to be rather the 

They did also become a “state within the state”, an organization built on the mafia “family and brotherhood” principles and structure, and the “American KGB”, with the main difference of lacking their adversaries’ and infiltrators’ efficiency, while sharing the same skills and the same tools of the trade, like the infamous “COINTELPRO“, for example. It is hard to know who of them excelled whom in these self-serving games of the village idiots, in these deliberate games and roles of the half-demented “local yokels”. And it is also hard to know, who was the real author of this approach: one of the Soviet sadistic Berias or J. Edgar Hoover himself, who was so eager to learn from his Soviet counterparts. Stalinism is both pervasive and perverse. Hoover bragged that he “sponsored the Communist Party USA” (did he mean allowing the money transfers from the USSR?) because he “wanted to see what they will do”. And also, apparently, to use this information at the convenient moments for self-and-Bureau promotion and self-advertising, which apparently, were for him the thing inseparable: him and the Bureau. They were married to the grave in this perverse, homophobic, latently homosexual union. 

FBI have the rich and very questionable history and origins, and it shows. The issues of the long-standing hostile efforts at infiltration and penetration are the part, and the very important one, of the FBI’s problems

This is the big, absolutely unexplored and unaddressed, and quite painful subject. It must be investigated, in all the possible respects and implications also, and this phenomenon (non-doubtful?) has to be studied. 
There is no need for the “Obama’s FBI” or “Trump’s FBI”. There is a tremendous need for the US Domestic Intelligence Service, be it the FBI or any other (competition is the engine of perfection), which is healthy and well functioning. It does not appear that presently the current FBI fits these criteria.

End of era beckons as sources say Merkel to give up CDU party chair

BERLIN (Reuters) – German Chancellor Angela Merkel told leaders of her conservatives on Monday that she will not seek re-election as party chairwoman, senior party sources said, heralding the end of a 13-year era in which she has dominated European politics.

Merkel, 64, has been chairwoman of her conservative Christian Democrats (CDU) since 2000 and chancellor since 2005. Party sources said Merkel wants to remain chancellor until 2021, when the next federal election is due.

The announcement, which effectively accelerates the process for the CDU to settle on and groom Merkel’s successor, caused the euro to fall briefly and German government bond yields rose.

Stepping down as CDU chairwoman would further undermine Merkel’s authority, which has already been dented this year by two regional election setbacks and a close ally losing his role as leader of her conservatives’ parliamentary group.

Merkel has loomed large on the European stage since 2005, helping guide the EU through the euro zone crisis and opening Germany’s doors to migrants fleeing war in the Middle East in 2015 – a move that still divides the bloc and Germany.

“We are witnessing a continuation of the pattern in place ever since Merkel’s mistakes in the 2015 migration crisis: the gradual but steady erosion of her political power,” said Carsten Nickel, managing director at Teneo, a consultancy.

“Rather than outright instability in Germany and Europe, it simply means a continuation of the current leadership vacuum.”

Monday’s news came as a surprise to CDU party officials, who had expected Merkel to seek re-election as chairwoman at a party congress in Hamburg in early December.

The shock move started the race in the CDU to succeed Merkel. It also raises questions about whether she can stage manage a smooth exit.

Merkel is under pressure from her Social Democrat coalition partners to deliver more policy results and the center-left party could yet pull out of the government at a mid-term review next year.

Germany’s other leader CDU chancellors – Konrad Adenauer and Helmut Kohl – both had messy ends to their time in office.

SUCCESSION RACE

Merkel standing down from the party chair would allow a new CDU chairman or chairwoman to build a profile before the next national election.

Party sources said Merkel’s favored successor, CDU party secretary general Annegret Kramp-Karrenbauer, had announced her candidacy for the party chair.

Rome’s decline irks city dwellers

Party sources also said that Friedrich Merz, a former parliamentary leader of Merkel’s conservative alliance, was ready to put himself forward for the CDU chairmanship.

Merkel’s weakness at home may limit her capacity to lead in the European Union at a time when the bloc is dealing with Brexit, a budget crisis in Italy and the prospect of populist parties making gains at European parliament elections next May.

When Merkel came into office in 2005, George W. Bush was U.S. president, Jacques Chirac was in the Elysee Palace in Paris and Tony Blair was British prime minister.

Her decision comes on the heels of a second electoral setback in as many weeks for Merkel’s conservative alliance. In a vote in the western state of Hesse on Sunday, the CDU came out top but lost 11 percentage points in support compared to the last election in 2013.

“With these latest results, it has simply become untenable that Merkel continues to lead the CDU,” said Mujtaba Rahman, managing director at Eurasia Group, a consultancy.

Расследователь рассказал о международной сети агентов ГРУ.

Независимый российский военный журналист-расследователь, бывший журналист “Центра управления расследованиями” Сергей Канев, который после своих публикаций об отравлении экс-агента Сергея Скрипаля и его дочери в британском городе Солсбери вынужден был уехать из страны, анонсировал новый цикл материалов про международную сеть агентов ГРУ.

Об этом он рассказал в эфире телеканала “Еспресо.TV”.

“Я вычислил не только вот этих двоих (ГРУшников Петрова-Мишкина и Боширова-Чепигу – прим.ред.). Я вычислил целую группу людей, которые одновременно с ними приехали в столицу (Москву – прим.ред.), практически одновременно получили новые документы. И сейчас я их обнаружил во многих странах мира – под прикрытием в посольствах (России – прим.ред.), в каких-то торговых представительствах”, – рассказал журналист.

По словам Канева, получать необходимую информацию ему помогают чиновники российской военной разведки ГРУ, с которыми он знаком еще с молодости, потому что не поддерживают режим Путина и его захватнические войны.

“Что они там делают, в посольствах? Если их учили на диверсантов, а они работают в посольствах. Здесь у меня много вопросов”, – добавил он.

Отдельно журналист рассказал, что перестал чувствовать постоянную опасность, только когда уехал из России. К тому же он проинструктировал родителей, которые остались в стране, как вести себя во время обыска.

“Я утром проснулся – уже неделю был здесь, и как же хорошо мне. Как будто половина меня куда-то ушла. Конечно же, не боятся только отморозки. И если они захотят достать меня за мои публикации (а они еще будут, и они это знают, я этого не скрываю), я, конечно, не сомневаюсь, что они смогут меня здесь достать. Здесь все уже зависит от меня. Я к этому готов”, – резюмировал Канев.

Напомним, правоохранительные органы Великобритании 5 сентября обнародовали фото и имена лиц, подозреваемых в отравлении российского экс-разведчика Сергея Скрипаля и его дочери Юлии в Солсбери – ими оказались Александр Петров и Руслан Боширов.

После этого подозреваемые дали интервью российскому пропагандистскому изданию Russia Today. Во время разговора они рассказали, что якобы занимаются предпринимательством, а в Солсбери ездили “как туристы”, чтобы посмотреть на достопримечательности и “оторваться”.

Совместное расследование The Bellingcat и The Insider предоставило подтверждения того, что подозреваемые в отравлении Скрипачей россияне на самом деле – сотрудники российских спецслужб. Причастность к спецслужбам подтверждает ряд документов, а также прямых и косвенных свидетельств. Также выяснилось, что паспорта обоих имеют практически идентичные номера.

Bellingcat нашел в деятельности ГРУшников из Солсбери и “украинский след”. Они идентифицировали настоящее имя одного из них – Руслан Боширов оказался полковником ГРУ, которого на самом деле зовут Анатолий Чепига. Кроме этого, он воевал в Украине, за что получил звание героя России.

Через месяц журналисты-расследователи установили настоящее имя второго подозреваемого – Александр Петров оказался военным врачом и сотрудником ГРУ Александром Мишкиным. Он также получил в 2014 году звание героя России и также, вероятнее всего, за спецоперацию в Украине.

One of the most satisfying moments in any spy thriller is when the bad guy — the black-hat operative who has been killing and tormenting his adversaries — does something dumb and gets caught. That’s essentially what’s been happening recently with Russian President Vladimir Putin’s pet spy agency, the GRU.

What’s fascinating about the GRU revelations is that they seem to reflect an aggressive pushback after several years in which Putin (chiefly through the GRU) launched recklessly aggressive covert actions against the West. The West is retaliating (at least in part) with public information that blows GRU covers and operating methods and, frankly, makes them look clumsy and incompetent.

These disclosures are the latest in a string of disasters for the GRU, a military spy service known for its panache and daring. Now, we should add sloppiness to that list of operational trademarks. The GRU’s spycraft occasionally looks closer to TV’s Maxwell Smart than John le Carre’s vaunted fictional spymaster, Karla.

The latest exposé of the GRU’s not-so-secret tradecraft came Tuesday, when a British investigative group shredded a layer of the lies surrounding Russia’s attempt to poisonformer agent Sergei Skripal in March. It was the equivalent of the tough guy in the trench coat getting caught with his undershorts around his ankles.

Bellingcat, as the group calls itself, presented photographic evidence showing that a suspect in the Skripal attack, who the Russians had claimed was a tourist named Petrov who worked in the sports nutrition business, is really a GRU doctor named Alexander Mishkin. Last month, Bellingcat had exposed another suspect, whose cover identity was Ruslan Boshirov, as GRU Col. Anatoliy Chepiga.

The most detailed exposures of GRU tradecraft came in a Justice Department indictmentthat was unsealed Oct. 4, in tandem with supporting statements from Britain and the Netherlands. The indictment, which named seven GRU officers, included details about Russian spy operations that could have been collected only by the CIA and National Security Agency and its foreign partners. (Three of the Russians had also been named in July’s indictment of 12 GRU officers for meddling in the 2016 U.S. presidential election.)

Last week’s indictment is a treasure trove for spy mavens. One GRU hacking operation sought to sabotage the World Anti-Doping Agency’s effort to punish Russia for systematically drugging its Olympic athletes; a second, chilling GRU hack stole information from Westinghouse about advanced U.S. nuclear-reactor technology. A third targeted two investigations of the Novichok nerve agent used in the Skripal hit, one by an international chemical weapons group in The Hague and another by a chemical laboratory in Switzerland. These were brazen operations, but they were also messy.

The dry pages of the indictment reveal tradecraft secrets that could animate a half-dozen spy novels. The GRU operatives used spoof websites to “spearphish” victims into revealing login information (creating a “westinqhousenuclear.com” site, with the misspelled “q,” for example). They made payments in bitcoin and other cryptocurrencies. (Weren’t those supposed to be untraceable?) They used malware tools with names such as “Gamefish,” “Chopstick” and “X-tunnel.” They dumped their hacked information by sending direct messages on Twitter to 116 reporters and exchanging emails with 70 journalists.

For the past few years, the CIA, NSA and FBI have watched as hackers and whistleblowers (perhaps with a helping hand from Moscow) revealed the agencies’ hacking techniques. For U.S. intelligence officials, revenge is a dish best eaten cold.

The most astonishing disclosure came from the Dutch, who caught four GRU officers red-handed in The Hague as they were hacking the headquarters of the Organization for the Prohibition of Chemical Weapons. As Dutch intelligence officers intervened, “the conspirators abandoned their equipment,” including a backpack and other gear that revealed techniques and a string of other operations, according to the indictment. The Dutch even found a taxi receipt showing that a member of the team had left the rear entrance of the GRU headquarters in Moscow and headed to the airport.

The implicit message in all of this: If you hit us, one of the ways we will retaliate is by exposing your operatives, sources and methods. There are other reprisals underway, but these public disclosures undermine the GRU’s operational capabilities. And they must make the Russian spy service wonder: What else do the Americans and their allies know? If agent A is blown, then what about his colleagues B, C and D?

The CIA and its foreign allies don’t normally like to divulge secrets like these, because they reveal how much they know about their adversary. The revelations are a public warning to Putin: Knock it off; you’re more vulnerable than you think.

What Happened

Netherland’s Accusations

On October 4, Dutch Defense Minister Ank Bijleveld announced during a press conference that the Dutch military intelligence and security services foiled an attack by Russian hackers against the Hague-based Organization for the Prohibition of Chemical Weapons (OPCW).

The Dutch Minister elaborated further that the attempted cyber-attack was made on April 13 amidst reports that the OPCW was then “working to independently verify the UK’s analysis of the chemical used in the poisoning of the Skripals in Salisbury.” It is noteworthy that the OPCW confirmed that a Novichok nerve agent was used in the Salisbury attack. The OPCW was also due “to conduct analysis of the [April 7] chemical weapons attack in Douma [Syria]”.[1]

Four Russians, believed to be staff members of the Main Directorate of the Russian General Staff (GRU), were suspected of involvement in the cyber-attack. They were expelled from the Netherlands that very day.

The four Russians are Alexei Morenets, Yevgeny Serebryakov, Oleg Sotnikov and Alexei Minin.[2]

According to the Dutch Defense Ministry, the Russian intelligence officers set up specialized equipment in the vicinity of the OPCW offices and were preparing to hack into OPCW networks.[3] [4]Further investigation revealed that Yevgeniy Serebriakov also conducted cyber activities in Malaysia. He was trying to collect information about the investigation into the downed Malaysian Airlines flight MH17 airplane. The operation in which he was involved targeted Malaysian government institutions including the Attorney General’s office and the Royal Malaysian Police.[5]

The Russian Foreign Ministry sent a note to the Dutch Ambassador to Russia Renee Jones-Bos, stating that the expulsion of Russian citizens from the Netherlands in April is a provocation related to Moscow’s position in the OPCW. “The note stresses that the Russian side considers the detainment and expulsion of Russian citizens as a provocation related to Russia’s line in the OPCW, aimed against the politicization of this influential international structure’s activities and the attachment of attributive functions in violation of the CWC [the Chemical Weapons Convention] and the UN Charter,” the ministry stated.[6]

The UK’s Accusations

On the same day, the UK government accused the GRU of being behind cyber-attacks on international organizations, operating under different names.[7] The UK National Cyber Security Centre (NCSC) accused the GRU of orchestrating cyber-attacks against the systems database of the Montreal-based World Anti-Doping Agency (WADA), transport systems in Ukraine, and businesses.

The UK NCSC assessed with high confidence that the GRU is “almost certainly” responsible for the following cyber-attacks:

  • In October 2017, BadRabbit ransomware encrypted hard drives and rendered IT inoperable. This caused disruption including to the Kyiv metro, Odessa airport, Russia’s central bank and two Russian media outlets (Fontanka.ru and the news agency Interfax).
  • In August 2016, confidential medical files relating to a number of international athletes were released. WADA stated publicly that this data came from a hack of its AntiDoping Administration and Management system.
  • In 2016, the Democratic National Committee (DNC) was hacked and documents were subsequently published online.
  • Between July and August 2015 multiple email accounts belonging to a small UKbased TV station, Islam channel, were accessed and the content was stolen.[8]

US Accusations

Later, on the same day, the US Justice Department announced charges against seven Russians, referred as GRU officials, accused of cyber-attacking the database system of WADA and other international organizations.

US Assistant Attorney General for National Security John Demers stated: “We announce an indictment charging seven Russian military officers with violation of several US criminal laws for malicious cyber activities against the United States and its allies…”

The FBI said identified the alleged suspects as Aleksei Morenets, Evgenii Serebriakov, Ivan Yermakov, Artem Malyshev, Dmitriy Badin, Oleg Sotnikov and Alexey Minin.[9]

Canada’s Accusations: The Government of Canada Assesses With High Confidence That The GRU Was Responsible For Cyber Attacks Against International Organizations

On the same day, the Global Affairs Canada stated: “Today, Canada joins its allies in identifying and exposing a series of malicious cyber-operations by the Russian military. These acts form part of a broader pattern of activities by the Russian government that lie well outside the bounds of appropriate behavior, demonstrate a disregard for international law and undermine the rules-based international order. Canada calls on all those who value this order to come together in its defense.

Some of these acts have a connection with Canada. In 2016, the World Anti-Doping Agency (WADA), an independent international agency headquartered in Canada, publically disclosed that the cyber-hacker group Fancy Bear/APT28 had released confidential athlete data on its website that it had obtained illegally from WADA’s Anti-Doping Administration and Management System. The Government of Canada assesses with high confidence that the Russian military’s intelligence arm, the GRU, was responsible for this incident.

“In 2016, the Canadian Centre for Ethics in Sport was compromised by malware enabling unauthorized access to the Centre’s network. The Government of Canada assesses with high confidence that the GRU was responsible for this compromise.

Earlier today, Canada’s allies disclosed that in April 2018, following the use of a Novichok agent in Salisbury, United Kingdom, the Russian military attempted to use its cyber-capabilities to gain access to official networks of the Organisation for the Prohibition of Chemical Weapons (OPCW). The Government of Canada assesses with high confidence that the GRU was responsible for this attempt. Canada is a member of the OPCW and currently sits on its Executive Council. Canada supports the OPCW’s efforts to rid the world of these abhorrent weapons and global efforts to address the recent illegal use of chemical weapons in Syria and the United Kingdom.

“The incidents identified by Canada and our allies, including the GRU’s attempt to undermine the work of the OPCW, underscore the Russian government’s disregard for the rules-based international order, international law and established norms. The attempt to compromise the networks of the OPCW is consistent with Russia’s broader attacks on the independence and professionalism of the personnel of the OPCW…”[10]

Bellingcat’s Investigation

It is worth noting that after the accusations, the website Bellingcat and its Russian investigative partner, The Insider, ran their own investigation. The investigation’s goal was: “to verify that the identities disclosed by the Dutch authorities were in fact the authentic identities of the persons involved. Comparing data from different databases dated 2002 to 2014, Bellingcat was able to confirm that these identities are indeed real, as opposed to cover personas, which is the case with the two GRU officers involved in the Skripal poisoning case.”

As a result of the quick search in Russian Vehicle and Road Police database, the researchers were able to identify around 300 additional individuals who may serve as GRU agents.[11]

When asked about potential plans to reshuffle Russia’s Defense Ministry or the General Staff following the Dutch accusations, Russian Presidential Spokesman Dmitry Peskov commented that there is no reason to reshuffle the top brass.[12]

Reactions To The Netherland’s Accusations

MFA: A Russian Citizen With A Mobile Device Is Perceived To Be A Spy Although By The Logic Of Western Politicians, They All Live In ‘Backward Russia’

The following is the reaction by the Russian MFA To the accusations against Russia by the Dutch Defense Ministry:

“We have repeatedly warned the Dutch side, including through diplomatic channels, that the anti-Russian spy mania campaign accompanied by deliberate leaks in the media about the alleged cyber-attacks is causing serious harm to bilateral relations.

“The Netherlands waited for almost six months to report the deportation of four Russian nationals from the country. This may look strange only to those who are not in the know. On October 9, a session of the OPCW opens to discuss the funding of the Attribution Mechanism in the OPCW Technical Secretariat. A number of Western states are persistently seeking the creation of this mechanism for appointing the ‘guilty’ of using chemical weapons, despite the fact that such a mechanism would violate the norms of international law and the prerogatives of the UN Security Council. Obviously, the current bogus story is yet another step towards forming the ‘required’ political background for pushing through this illegal initiative.

It is unclear who is supposed to believe these statements in which Russian citizens are accused of attempted cyber-attacks on the OPCW and a striving to obtain information of the investigation into the crash of the Malaysia Airlines Flight MH17, as if it is necessary to be near the target of an attack to get it.

“Indicatively, against the backdrop of strong paranoia as regards ‘all-powerful Russian spies’ that has been fanned up in the West in the past few years, any Russian citizen with a mobile device is perceived to be a spy although in the logic of Western politicians, they all live in the ‘backward Russia.’

“As for the mention of MH17 crash, it is not at all incidental in this context. The Dutch party seems to have no response to the facts that were presented by the Russian Defense Ministry regarding the origin of the missile that downed the Malaysian airliner and other issues involved in this tragic incident.

“We noted that the news conference of the Dutch Defense Ministry was attended by a representative of Great Britain, which is firmly in the lead in the number of absurd anti-Russian attacks.

“By a strange concurrence of circumstances, all this again coincided with London’s accusations against Russia of perpetrating cyber-attacks against a number of organizations, including the World Anti-Doping Agency (WADA).

“Given all of these factors, we can conclude that another staged propaganda campaign against our country is underway.”[13]

Russian FM Lavrov: This Is Another Example Of Megaphone Diplomacy And Neglect Of Legal Mechanisms

During a press conference with his Italian counterpart Enzo Moavero Milanesi, Russian FM Sergey Lavrov answered a question about the Netherlands’s accusations of cyber spying.

Lavrov said: “As a brief reminder, there was nothing secret about the trip of Russian specialists to the Hague last April. This was a routine trip and they did not try to hide anything either when registering at the hotel, arriving at the airport or visiting our Embassy. They were detained, not allowed to contact representatives of our Embassy in the Netherlands and asked to leave. Honestly, it all looked like a misunderstanding, all the more so since there were no protests or demarches on behalf of Moscow or the Hague in connection with this incident.

“But half a year later, I believe some three weeks ago in September, it was leaked to the Dutch press that these people were involved in cyber spying. As we were interested in these developments, we invited the Dutch ambassador to the Foreign Ministry and asked him to share with us the details and facts about this leak in the media. We did not receive a sensible answer.

“On October 3, our ambassador was summoned by the Dutch Foreign Ministry and given a note of protest as regards this episode with the accusations that came to your attention through the media. When the ambassador asked where he can find concrete facts and relevant materials, he was told that we will learn about everything at a news conference that will be held by the Defense Ministry. This is the whole story.

“I think this is yet another example of megaphone diplomacy and neglect of legal mechanisms that were established and exist for discussing problems that arise in relations between any countries, including Russia and the Netherlands.

“We are inviting the Dutch ambassador to consider this point of view I’ve just expressed. We will provide additional detailed information.

“Now [let me say] a few words about the session of the Organization for the Prohibition of Chemical Weapons (OPCW) that opens literally tomorrow. Probably, it will be used by those countries that want to distort the contents of the Chemical Weapons Convention and turn its Technical Secretariat into a kind of punitive body, thereby undermining international law, specifically the prerogatives of the UN Security Council.

“I would also like to draw your attention to the fact that I think a meeting of the North Atlantic Council (NAC) at the level of defense ministers was held on the same day as the news conference. So if we are talking about direct or indirect coincidences, we must also bear this in mind. The session of the European Council where heads of state and the EU government will also deal with different issues will take place in the near future. Some politicians may have believed that the April episode in the media exactly at this time would help divert attention from complicated issues now being discussed by the EU and, to a certain extent, NATO, such as aligning the defense capabilities of these two structures.”[14]

Reactions To UK’s Accusations

Russia’s MFA Zakharova: ‘The Rich Imagination Of Our British Colleagues Is Without Boundaries’

Russian MFA spokesperson Maria Zakharova stated:

“We are witnessing the beginning of another anti-Russia campaign in the wake of this decision. As soon as Russia was reinstated to this international sporting organization, Great Britain, a loyal companion-in-arms of the United States, a country that spared no effort to curb Russia’s success, has rushed to support its ally with a flurry of fabricated news, accusations and statements at all levels.

“For example, the other day the British Foreign Office, which now turns out to be also specializing in information and communications security issues, released a whole bunch of mind-boggling ‘highly likely’ statements about the alleged GRU’s complicity in cyber-attacks around the world, including attacks on the WADA’s servers. For several weeks, there was a huge hullabaloo over the GRU in connection with the Skripals, Salisbury and Amesbury and now this hyped-up story can be easily linked to the situation at the WADA…

“Indeed, the rich imagination of our British colleagues is without boundaries. I would like to see the people who are concocting all this. Probably, they are simply basing everything on themselves, and describing what they themselves are engaged in. It is unworthy of a state that claims one of the leading roles in the world.”[15]

Reactions To US Charges Against 7 GRU Officers

One of the most satisfying moments in any spy thriller is when the bad guy — the black-hat operative who has been killing and tormenting his adversaries — does something dumb and gets caught. That’s essentially what’s been happening recently with Russian President Vladimir Putin’s pet spy agency, the GRU.

What’s fascinating about the GRU revelations is that they seem to reflect an aggressive pushback after several years in which Putin (chiefly through the GRU) launched recklessly aggressive covert actions against the West. The West is retaliating (at least in part) with public information that blows GRU covers and operating methods and, frankly, makes them look clumsy and incompetent.

These disclosures are the latest in a string of disasters for the GRU, a military spy service known for its panache and daring. Now, we should add sloppiness to that list of operational trademarks. The GRU’s spycraft occasionally looks closer to TV’s Maxwell Smart than John le Carre’s vaunted fictional spymaster, Karla.

The latest expose of the GRU’s not-so-secret tradecraft came Tuesday, when a British investigative group shredded a layer of the lies surrounding Russia’s attempt to poison former agent Sergei Skripal in March. It was the equivalent of the tough guy in the trench coat getting caught with his undershorts around his ankles.

Bellingcat, as the group calls itself, presented photographic evidence showing that a suspect in the Skripal attack, who the Russians had claimed was a tourist named Petrov who worked in the sports nutrition business, is really a GRU doctor named Alexander Mishkin. Last month, Bellingcat had exposed another suspect, whose cover identity was “Ruslan Boshirov,” as GRU Col. Anatoliy Chepiga.

The most detailed exposures of GRU tradecraft came in a Justice Department indictment that was unsealed Oct. 4, in tandem with supporting statements from Britain and the Netherlands. The indictment, which named seven GRU officers, included details about Russian spy operations that could only have been collected by the CIA and National Security Agency and its foreign partners. (Three of the Russians had also been named in July’s indictment of 12 GRU officers for meddling in the 2016 U.S. presidential election.)

Last week’s indictment is a treasure trove for spy mavens. One GRU hacking operation sought to sabotage the World Anti-Doping Agency’s effort to punish Russia for systematically drugging its Olympic athletes; a second, chilling GRU hack stole information from Westinghouse about advanced U.S. nuclear-reactor technology. A third targeted two investigations of the Novichok nerve agent used in the Skripal hit, one by an international chemical weapons group in The Hague and another by a chemical laboratory in Switzerland. These were brazen operations; but they were also messy.

The dry pages of the indictment reveal tradecraft secrets that could animate a half-dozen spy novels. The GRU operatives used spoof websites to “spearphish” victims into revealing login information (creating a “westinqhousenuclear.com” site, with the misspelled “q,” for example). They made payments in Bitcoin and other cryptocurrencies. (Weren’t those supposed to be untraceable?) They used malware tools with names like “Gamefish,” “Chopstick” and “X-tunnel.” They dumped their hacked information by sending direct messages on Twitter to 116 reporters and exchanging emails with 70 journalists.

For the last few years, the CIA, NSA and FBI have watched as hackers and whistleblowers (perhaps with a helping hand from Moscow) revealed the agencies’ hacking techniques. For U.S. intelligence officials, revenge is a dish best eaten cold.

The most astonishing disclosure came from the Dutch, who caught four GRU officers red-handed in The Hague as they were hacking the headquarters of the Organization for the Prohibition of Chemical Weapons. As Dutch intelligence officers intervened, “the conspirators abandoned their equipment,” including a backpack and other gear that revealed techniques and a string of other operations, according to the indictment. The Dutch even found a taxi receipt showing that a member of the team had left the rear entrance of the GRU headquarters in Moscow and headed to the airport.

The implicit message in all of this: If you hit us, one of the ways we will retaliate is by exposing your operatives, sources and methods. There are other reprisals underway, but these public disclosures undermine the GRU’s operational capabilities. And they must make the Russian spy service wonder: What else do the Americans and their allies know? If agent A is blown, then what about his colleagues B, C, and D.

The CIA and its foreign allies don’t normally like to reveal secrets like these, because they reveal how much they know about their adversary. The revelations are a public warning to Putin: Knock it off, you’re more vulnerable than you think.

Police swoop on Zizzi following the poison attack in the small Wiltshire city on Sunday:

The pair are fighting for life while a police officer – who was the first cop on site – remains seriously ill following the nerve agent attack in Salisbury, Wilts, on Sunday.

Counter terror cops are investigating the possibility that Kremlin-linked assassins slipped deadly sarin nerve gas into Sergei’s present as daughter Yulia prepared to fly over from Moscow days earlier.

Another theory being probed is that the gas was sprayed into their faces or slipped into their drinks in Zizzi or the Mill pub.

Police swoop on Zizzi following the poison attack in the small Wiltshire city on Sunday:

The pair are fighting for life while a police officer – who was the first cop on site – remains seriously ill following the nerve agent attack in Salisbury, Wilts, on Sunday.

Counter terror cops are investigating the possibility that Kremlin-linked assassins slipped deadly sarin nerve gas into Sergei’s present as daughter Yulia prepared to fly over from Moscow days earlier.

Another theory being probed is that the gas was sprayed into their faces or slipped into their drinks in Zizzi or the Mill pub.

What we know so far:


More pictures of the dad and daughter have emerged today.

Meanwhile, dramatic photos show the moment a police officer crouched down next to the shopping centre bench where the pair were found in “catatonic” state.

Yesterday Amber Rudd confirmed that the brave cop’s condition has improved, and he was “engaged and talking.”

But docs fear that former military intelligence officer Skripal is on the brink of death.

A Whitehall source told The Times: “The feeling is that he is not going to make it out of this.

“I think it could be more positive [for Yulia]. They are hopeful that she might be able to pull through.”

The police officer’s condition is thought to be less severe than the other two patients.

The Russian pair were “targeted specifically” when they were dosed by a deadly nerve agent, Assistant Commissioner Mark Rowley confirmed yesterday.

All the sites involved in the investigation are now secured – but a police presence may stay in Salisbury for at least a couple of days, Mr Rowley added.

Last night security sources told The Sun that the poison could only have been produced in a handful of labs worldwide – including the Russian government’s notorious Yasenevo complex.

Tory MP and ex-Army officer Bob Seely said: “In my mind now, there is now no doubt this was a hit ordered by Putin, and by using something complex they’re effectively showing off.

“We’re now in public execution territory. The Russians are basically saying, they don’t care who knows it was them. It is a very alarming development.”

Hamish de Bretton-Gordon, ex-commander of the Army’s chemical, biological, radiological and nuclear regiment, said: “All the circumstances point in the direction of sarin. It’s very toxic and the symptoms displayed tally with its effects.”

It comes as a fellow Russian exile Valery Morozov claimed that Skripal was not retired – and regularly met with Kremlin officials at the Russian Embassy.

He told Channel 4 News: “If you have a military intelligence officer living after retirement in the UK every month going to the embassy to meet military intelligence officers.

Last night it was claimed that Skripal was close to a security consultant who worked for the company that compiled the explosive “dirty dossier” on Donald Trump.

According to the Daily Telegraph, the unnamed consultant lived near Skripal and knew him for some time.

The amazing “coincidence:

On March 2, 2018, Friday: Yanukovych Calls For Direct Talks Between Kyiv, Separatists.

The same day March 2, 2018, the “Russian team”: “Boshirov, Petrov, Fedotov”  arrive from Moscow just for 2-3 days. On March 3, Skripal’s daughter arrived. 

It is possible that the team brought the message directly from Yanukovych and/or others confirming that the separatist war in Donbass is over

Hypothetically, Skripal got hysterical and staged his own and his daughters’s poisoning, sending the message back: “YOU POISONED ME!” 

It is very possible that he had secret plans to reunite Russia and Ukraine and to revive the USSR. After his arrest he claimed that he was not bound by any oath because he gave it to the Soviet union, not Russia. 

He probably poisoned himself, and he himself is THE POISON.

The filing was notable for touching on Mr. Gates’s activities during the campaign. He has pleaded guilty to lying to the F.B.I. and conspiring to defraud the United States for activities related to his work in Ukraine mostly before joining the Trump campaign, and agreed to cooperate with the investigation.

Mr. Gates’s communications with Mr. Kilimnik were revealed in the sentencing documents of a former lawyer for the law firm Skadden, Arps, Slate, Meagher & Flom, Alex van der Zwaan, who pleaded guilty to lying to the F.B.I. about his interactions with Mr. Kilimnik and with Mr. Gates.

Mr. Kilimnik also played a role in a reported effort by Mr. Manafort to contact a Russian oligarch, Oleg V. Deripaska, during the campaign.

Mr. Manafort and Mr. Kilimnik had cooperated on an ultimately unsuccessful business venture financed by Mr. Deripaska, known as the Pericles investment fund.

In July, 2016, while Mr. Manafort was chairman of the Trump campaign, Mr. Manafort emailed Mr. Kilimnik asking him to offer Mr. Deripaska “private briefings” about the campaign in exchange for resolving a multimillion dollar financial dispute related to the business, according to The Washington Post. Mr. Deripaska has said he never received the offer. Mr. Kilimnik, reached by email, declined to comment on this matter and the special counsel’s court filings.

Mr. Kilimnik has surfaced as a fringe figure in other aspects of the Russian investigation.

Rinat Akhmetshin, a Russian-American lobbyist who attended a Trump Tower meeting with Donald Trump Jr. in June of 2016 where a Russian lawyer had promised to provide negative information on Hillary Clinton, had also worked in Ukraine with Mr. Kilimnik closely enough to know his nickname among Russian-leaning political operatives in Kiev.

At the time, about eight years ago, Mr. Akhmetshin was trying to persuade political advisers of Mr. Yanukovych to buy the rights to a book that cast a domestic political opponent in a negative light, and attended meetings with Mr. Kilimnik.

The War in Donbass is an armed conflict in the Donbass region of Ukraine. From the beginning of March 2014, protests by pro-Russian and anti-government groups took place in the Donetsk and Luhansk oblasts of Ukraine, commonly collectively called the “Donbass”, in the aftermath of the 2014 Ukrainian revolution and the Euromaidan movement. The explanation offered on Russian television on Thursday by the men known as Ruslan Boshirovand Alexander Petrov for their trip to London and Salisbury throws up as many questions as answers.

The men – leading suspects in the poisoning of former Russian spy Sergei Skripal and his daughter Yulia – say they were so keen to visit Salisbury cathedral that they travelled to the city on two consecutive days.

On Saturday, March 3rd – which the British authorities claim was the date of a reconnaissance mission – they got to Salisbury train station but say they were driven back by snow, even though local newspaper pictures show people going about their business with little difficulty. They were less than a mile from the cathedral – perhaps a 12-minute walk – but say they could not get there that day.

The next day they accept they may have been close to the house of Sergei Skripal at the time his home was sabotaged with nerve agent, although his address is about 3km from the cathedral – their supposed destination in Salisbury and nowhere near other attractions they say they were interested in, including Old Sarum and Stonehenge.

WHY DO BOSHIROV AND PETROV SAY THEY WERE IN THE UK?

They claim they were in the UK for pleasure rather than business. They arrived on Friday, March 2nd, and say the UK was gripped by transport chaos. That is true – Storm Emma had met the so-called Beast from the East, causing a blast of heavy snow. More than 1,900 flights to or from UK and Irish airports were cancelled. In Wiltshire, a major incident was declared.

WHY DO THEY SAY THEY DECIDED TO VISIT SALISBURY?

Petrov said their friends had been suggesting for a while that they visit the “wonderful” city of Salisbury. The pair said the initial plan had been to make a day trip. “One day in Salisbury is enough. There’s not much you can do there,” said Petrov. “It’s a regular city. A regular tourist city,” said Boshirov.

WHAT DO WE KNOW OF THEIR MOVEMENTS ON SATURDAY, MARCH 3RD?

The British authorities have said the pair left their hotel in east London and arrived at Waterloo station in the capital at 11.45am, where they caught a train to Salisbury and arrived at about 2.25pm. They were in Salisbury for just under two hours, leaving at about 4.10pm. Why such a short stay?

Petrov said the pair had planned to visit not only the cathedral but Stonehenge and the ancient settlement of Old Sarum, which is north of the city centre.

“We wanted to walk around the city but since the whole city was covered with snow, we spent only 30 minutes there,” said Petrov. “We were all wet.” He added: “It didn’t work out because of the slush. The whole city was covered with slush.” Petrov said they returned to the station and spent about 40 minutes there drinking coffee in the station cafe. “We were drenched up to our knees,” added Boshirov.

The account makes little sense. The cathedral is only 1.2km from the train station – a walk of about 15 minutes. They could easily have strolled there in the half hour they said they spent there. There was snow on the ground but people were going about their business.

The Salisbury Journal’s live blog showed that by the time the pair were there, the snow on city centre pavements was sparse.

SO WHERE WERE THEY IF THEY COULDN’T MAKE IT TO THE CATHEDRAL?

British counter terrorism police have said they believe the March 3rd visit was a reconnaissance mission. But the police have only released one image from Salisbury on the Saturday – the men at 4.11pm at the railway station, about to return to London. No images or timeline have been issued of the men’s movements around Salisbury that day. The British police have not said if they were seen near the Skripal house.

THEY SEEM WELL-INFORMED ABOUT THE CATHEDRAL?

Petrov takes the lead on his description of the cathedral: “It’s famous throughout Europe and, in fact, throughout the world, I think. It’s famous for its 123m spire. It’s famous for its clock. It’s the oldest working clock in the world.” He later refers to it as the “cathedral of the blessed Virgin Mary”. The phrase is a little clunky and is not commonly used in modern-day Salisbury.

But Wikipedia does use the phrase and gives details about the spire and clock.

WHY DO BOSHIROV AND PETROV SAY THEY RETURNED ON SUNDAY, MARCH 4TH?

They say the snow had melted in London and it was warmer. “We really wanted to see Old Sarum and the cathedral,” said Petrov. They imply that this time they did reach the cathedral and possibly Old Sarum. “The cathedral is very beautiful,” said Boshirov. The pair said they took pictures at the cathedral – and would have been spotted by CCTV cameras there. No images have been released by the counter-terrorism police of them at or near the cathedral. Sources at the cathedral said they have no knowledge of them visiting. They could not have visited Old Sarum – it was closed.

WHERE ELSE DO THEY CLAIM THEY WENT?

They say they visited a park and coffee shop. Mention of a park will prick up the ears of security officials – and Salisbury citizens.

A city centre park, Queen Elizabeth Gardens, was cordoned off and searched after Charlie Rowleyand Dawn Sturgess were poisoned with Novichok. The pair had been in the park the day before they fell ill. Police have said they do not know where the pair dumped the Novichok used in the attack on Sergei Skripal’s home.

DOES THE RUSSIANS’ ACCOUNT TALLY WITH WHAT BRITISH POLICE HAVE SAID?

According to the UK authorities, after arriving in Salisbury at 11.48am on March 4th, the men did not go straight to the city centre or the cathedral. They should have turned right into the city if they were on the tourist trail. Instead they turned left and walked directly to the residential area northwest of the city where Skripal lived. They were caught at 11.58am by a CCTV camera at a Shell petrol station on Wilton Road. On the opposite side of the road is a tree-lined path that leads up to the Skripal house on Christie Miller Road. If they went straight to the house and carried out the attack, they would have been at the Skripal front door shortly after noon.

WHAT DID THEY THEY SAY ABOUT THE SKRIPAL HOME. DID THEY GO CLOSE TO IT?

“Maybe. We don’t know,” said Petrov. “Maybe we passed it, or maybe we didn’t,” said his colleague. There is no reason for them to be anywhere near it – it is 3km northwest of the cathedral.

WHAT DID THE PAIR DO NEXT?

About an hour after the attack, at 1.05pm, they were in the city centre on Fisherton Street, according to the British authorities. The police have not given details of how they got there. At this point they were within a few minutes’ walk of the cathedral. There is a gap of about 40 minutes in the timeline the police have provided between when the pair were seen in Fisherton Street and when CCTV footage picked them up at the station at 1.50pm on their way back to London.

Why spend so little time in Salisbury? Again they say they were put off by the snow. “There was heavy rain with snow . . . so we left early,” said Petrov. If they were so keen to get to Stonehenge, they could have made it. At 9.39am English Heritage was tweeting: “We’re looking forward to giving all our visitors a warm welcome to Stonehenge today. We’re open until 5pm with last tickets at 3pm.” – Guardian

Former Ukrainian President Viktor Yanukovych has called for “direct peace talks” between Kyiv and Russia-backed separatists in Ukraine’s east to end a conflict that has killed more than 10,300 people since April 2014.

At a press conference in Moscow on March 2, Yanukovych vowed to ask the European Union, the United States, and Russia to assist in organizing the talks to reintegrate the territories controlled by the separatists into Ukraine.

“There is only one way to stop the war, which is to start peace talks with the mandatory participation of Donbas [separatists] and international observers,” Yanukovych said.

According to Yanukovych, the law on reintegration of the territories under separatist control recently adopted by Ukraine’s Verkhovna Rada contradicts the Minsk peace agreements and “clearly shows” that Kyiv “has no desire to solve the crisis peacefully.”

Russia-friendly Yanukovych fled Ukraine in February 2014 following months of mass street protests in Ukraine and has been residing in Russia since.

Russia’s subsequent seizure of Crimea and its backing of the separatists in eastern Ukraine have triggered waves of U.S. and EU sanctions targeting Russian officials, companies, and economic sectors.

Yanukovych also said at the press conference that in the note he wrote to Russian President Vladimir Putin in February 2014, he never asked Putin to send troops to Ukraine.

“I proposed to hold consultations in accordance with a procedure that is stipulated in the Treaty of Friendship and Cooperation between Ukraine and the Russian Federation,” Yanukovych said.

Answering a question about the investigation of the killings of Euromaidan activists in February 2014 by snipers in downtown Kyiv, Yanukovych placed the blame on the protesters themselves, saying the buildings that the snipers shot the protesters from were under the activists’ control.

Yanukovych has been charged in absentia with high treason, violation of Ukraine’s territorial integrity, and other crimes. His trial is under way in Kyiv.

President Donald Trump’s defenders responded to the news of Paul Manafort’s plea deal on Friday with the usual refrain: His case has nothing to do with the Trump campaign or allegations that it colluded with Russia in 2016.

They’re wrong. Why? Because they’re overlooking the blackmail factor.

Special counsel Robert Mueller’s investigation has painstakingly documented evidence of Manafort’s role in a 10-year scheme involving money laundering, tax evasion and illicit lobbying — crimes that could lead to decades in a prison cell. Given Manafort’s extensive ties to Russian and Ukrainian oligarchs, Russian President Vladimir Putin would almost certainly have had detailed knowledge of Manafort’s transgressions. And that means that, when Manafort was promoted to chairman of Trump’s campaign in May 2016, the Kremlin probably had vast amounts of material it could use to blackmail him. When it was revealed in August 2016 that Manafort had received at least $12.7 million in secret payments from the pro-Kremlin party of Viktor Yanukovych, Ukraine’s ousted president, that alone was enough to end his nascent return to U.S. politics.

The use of blackmail, or kompromat, in the former Soviet Union is as common as beet dishes. Indeed, Putin has cultivated his system of power around selective use of compromising information, especially evidence of financial malfeasance. And its use is reserved not only for his opponents. As the Russian journalist Yulia Latynina once wrote, “To keep kompromat on enemies is a pleasure. To keep kompromat on friends is a must.” The regime’s use of the tactic is so widespread that one scholar of modern-day Russia has described the country as a “blackmail state.”

The use of blackmail, or kompromat, in the former Soviet Union is as common as beet dishes

The gathering of kompromat is an organic process. Rarely is there a long-term strategy behind it; it often functions as a kind of insurance in business or political dealings. Accordingly, to say that the Russian government would have access to kompromat on Manafort is not necessarily to argue that its procurement was part of a sustained, centrally orchestrated campaign. Instead, it could have been casually generated through Manafort’s dealings with Kremlin-connected oligarchs and politicians, as well as Konstantin Kilimnik, his right-hand man, who Mueller has alleged had active “ties to Russian intelligence” through 2016.

Kilimnik was integral to Manafort’s decadelong scheme to defraud the United States. He was a close confidant, business associate, interpreter and someone Manafort often described as his “Russian brain.” In Kiev, Kilimnik was known as “Manafort’s Manafort,” and he probably helped the American lobbyist to use stolen or false Ukrainian identities to set up offshore shell companies that were used to launder some $30 million. Kilimnik ran Manafort’s office in Ukraine, where investigators found forged invoices, including one that billed a Manafort front company $750,000 for hundreds of nonexistent computers. The intimate relationship between Manafort and Kilimnik is perhaps best captured by Kilimnik’s frustrated attempts to contact witnesses in Europe to ensure they would not disclose Manafort’s secret lobbying in the United States, which violated the Foreign Agents Registration Act.

Kilimnik was also Manafort’s main conduit to Oleg Deripaska, a sanctioned Russian oligarch within Putin’s inner circle. Kilimnik facilitated Manafort’s failed investments of Deripaska’s money and communicated with Deripaska on Manafort’s behalf when the latter wanted to use his new role as Trump’s campaign chairman to “get whole.” When Manafort agreed to work for Trump for no salary, he reportedly owed Deripaska almost $30 million, including for a $10-million unpaid loan. (It is worth noting that the Justice Department attempted to persuade the oligarch to “give up Manafort” — apparently without success.)

If Kilimnik and Deripaska knew of Manafort’s crimes and crippling financial distress, so did the Kremlin. We can safely assume that Manafort was a compromised man when, on June 9, 2016, he met with a Russian government attorney to, in an ironic twist, receive illicit “dirt” on Hillary Clinton.

But Manafort was not the only person on the Trump campaign vulnerable to potential kompromat possessed by the Kremlin. Like his campaign chairman, Trump has been plagued by self-engineered financial distress. He has grown reliant on money from the former Soviet Union, including Russia. He worked closely with politically connected oligarchs and corrupt business partners. His financial empire is shrouded in the secrecy of hundreds of shell companies. And questions about his tax and bank documents abound. The parallels between Trump and Manafort are many, but they do not end there.

Manafort’s cooperation with Mueller could soon reveal how the Kremlin employed kompromat to attack U.S. democracy, because if Putin had compromising information on the campaign chairman of a major party candidate in a U.S. general election, he would probably put it to use. The same applies to the candidate himself.
