M.N.: Of course they could, dear Sir Richard. But why would they consistently paint themselves into a corner, in the various ways and forms; during almost the whole past century, through the various systems of governments and the various economic systems?
Stupid they are not, and the unskilled they are not.
Maybe, there is the same Geopolitical Factor, so to speak, is present; namely the German – Russian – (Austrian) continental competition, and the traditional designs of the German Military Intelligence, the old Abwehr and the New (Post WW2) Abwehr? It is very possible that this not so invisible hand is present in many historical events of this tragic past century, up to this day. It is also possible, it seems to me, that this hand is present in the Salisbury (and Amesbury) Poisoning events.

And all this is as the addition and as the superstructure above the regular and annoying Russian shenanigans.
I think, that this “German Hypothesis” puts (almost) everything into some logical perspective.

Speaking to Sky’s Sophy Ridge, the former MI6 boss claimed that although the Salisbury poisoning of former Russian military agent Sergei Skripal resulted in an “incompetent operation”, a future attack by the hands of Russia should not be underestimated.
Sir Richard argued Russian espionage will never stop and that Vladimir Putin‘s country will continue to be violent as embedded in its DNA.
He said: “Russian espionage, Soviet espionage, has never stopped.
“It’s deeply embedded in Russia’s DNA to use the capabilities that it has to disrupt our nations, to pursue their own national interest, to, as it were, reinforce Putin in power.
“The attack in the UK fits a historical pattern, Russia historically has always used assassination as weapon, it’s part of the Russian political DNA, it’s a rather terrible thing to say but it’s a violent country and they tend to kill each other.”
The warning came after it emerged that the identity of the second suspect in the Salisbury nerve agent attack would be revealed in the Houses of Parliament next week.

Russia has been accused of behaving like a “pariah state” after allegations the Kremlin tried to hack the UK Government and the international body that headed the Salisbury Novichok probe.
Dutch authorities said they thwarted a Russian attack on the Organisation for the Prohibition of Chemical Weapons (OPCW) in The Hague, with assistance from UK intelligence.
Moscow has blasted the accusations as “another orchestrated act of propaganda” as part of an “anti-Russian campaign of spy mania”.
Sir Tony insisted that the Russian spying was not the most worrying aspect about Vladimir Putin’s approach to the West.
He said: “The espionage and covert propaganda side of this has been going on forever.
“We can express outrage but I suspect they will be enjoying our outrage and they will carry on with it, regardless.
“The bit that does matter and is genuinely dangerous are the Russian cyberattacks on infrastructure like the Ukranian power attack.
“There is a quiet war of that sort going on with the Russians taking a lead.
“The danger is that someone will do something that will escalate out of control, like close down a country’s entire power system.
“If that happens, we are into a major confrontation and we have no ways of controlling that.
“This is similar to how the threat of nuclear weapons played out.”
