Multiple investigations by Israeli media outlets and a United Nations inquiry have confirmed these incidents:
Friendly Fire: The IDF confirmed that Israeli combatants died as a result of friendly fire on October 7, and a subsequent report noted at least 18 soldiers in the Gaza ground offensive were killed by friendly fire.
Hannibal Directive: Israeli news investigations by Haaretz and Yedioth Ahronoth reported that the IDF ordered the “Hannibal Directive” to prevent Hamas operatives from returning to Gaza with captives “at all costs,” even if it meant endangering the lives of the hostages.In one notorious incident at Kibbutz Be’eri, an Israeli tank fired shells at a house known to be holding more than a dozen hostages; only two survived. One survivor, Yasmin Porat, testified that Israeli forces were responsible for the very heavy crossfire that killed some residents.
A UN Commission report, published in June 2024, found that the IDF applied the Hannibal Directive in several instances, resulting in the killing of at least 14 Israeli civilians.
Israel’s former defense minister, Yoav Gallant, publicly confirmed that the directive was used tactically in various places on October 7.The total number of Israeli deaths on October 7 was approximately 1,200 (including civilians and soldiers).
