Roy Bullock (“Cal”): A San Francisco art dealer who worked for the ADL for nearly 40 years as an undercover operative. He used the code name “Cal” and was paid through a secret bank account held in a false name to mask his connection to the ADL.
Tom Gerard: A San Francisco Police Department (SFPD) officer and former CIA agent who collaborated with Bullock. Gerard provided Bullock with access to confidential law enforcement records, including criminal histories and driver’s license data.
Methodology: Bullock infiltrated political groups, picked through trash, and obtained illegal government documents. He successfully posed as a supporter of various causes, once even leading an Arab-American delegation to meet with Rep. Nancy Pelosi.
Scope of Surveillance
Investigators seized roughly 12,000 files on individuals and 950 organizations. While the ADL’s stated mission was to monitor hate groups like the KKK, the files included a wide range of mainstream and progressive groups:
Civil Rights & Labor: NAACP, ACLU, United Farm Workers, and the Rainbow Coalition.
Advocacy Groups: Greenpeace, ACT UP, the Asian Law Caucus, and the American Indian Movement.
Targeted Demographics: Arab-American organizations, anti-apartheid activists, and critics of the Israeli government were primary targets.
Intelligence Sharing: Bullock admitted to selling information to agents of the South African government (during apartheid) for cash. It was also alleged that information was passed to the Israeli government.
Legal Outcome and Settlement
Criminal Case: In November 1993, the San Francisco District Attorney dropped the criminal investigation against the ADL. In exchange, the ADL paid up to $75,000 to fund hate-crime programs and agreed not to obtain confidential information from California government employees.
Civil Lawsuits: Multiple lawsuits were filed by affected groups.In 1996, the ADL settled a class-action suit with several minority and activist groups for $200,000.
