The FBI has released a classified internal document called the “Patel Report” to its workforce, which examines historic chapters “where this institution fell short”. According to an internal bureau message obtained on October 2, 2026, FBI Director Kash Patel commissioned the report to “promote fierce organizational accountability” and rebuild “public trust”. While the precise historical episodes chronicled in the document remain unclear due to its classified status, the report has drawn sharply contrasting views from allies and critics: [1]
Purpose and Context

Internal Accountability: An internal FBI memo states the report documents institutional failures and outlines safeguards to ensure past mistakes are not repeated. [2, 3]
Leadership Priorities: The document aligns with Director Patel’s frequent, vocal criticism of his predecessors and his stated determination to remove personnel he accuses of past political bias. [1]

Perspectives and Criticisms

Supporters’ View: Proponents argue that confronting past errors honestly is consistent with an “institution of excellence” striving for constant improvement. [3]
Critics’ View: Opponents accuse Patel of weaponizing the bureau and using a classified vehicle to rewrite history in favor of President Donald Trump. FBI sources speculate the document may focus on high-profile investigations that personally impacted Patel’s political career, such as the 2016 Russia probe and the Mar-a-Lago classified documents case. Critics contend that classifying the document prevents external legal experts and career lawyers from testing or challenging its conclusions. [1, 2]

WASHINGTON (AP) — The FBI has released a classified report to its workforce examining what it says are chapters from the bureau’s history “where this institution fell short,” according to an internal message obtained Friday by The Associated Press.

It was unclear what episodes from the FBI’s past are chronicled in the new “Patel Report.” But the document’s existence is in keeping with Director Kash Patel’s vocal criticism of the leaders who preceded him and with his determination to rid the FBI of agents he contends have politicized the bureau in the past. Patel’s critics say he is the one who has weaponized the FBI and that his scrutiny of his predecessors and their decision-making is part of an effort to rewrite history in favor of President Donald Trump.

Patel pledged at his confirmation hearing last year that he would not look “backward,” but as director, he has encouraged investigations of former senior officials and presided over sweeping terminations, including of employees who participated in years-old investigations of Trump, were photographed taking a knee during a 2020 racial justice protest and contributed to a disputed analytical memo about Catholic extremism.

“The Patel Report looks backward because accountability demands it,” says a message to the workforce signed by the FBI’s co-deputy directors, Christopher Raia and Andrew Bailey. The message describes the report as marking the “closing of one chapter in our history and the beginning of another complete with a brighter future ahead.”

Bailey announced his resignation earlier this week, and his last day is Friday. The FBI declined to comment on the report.

The message also says: “We cannot change what happened before we arrived. But we can confront it honestly. We can recognize failures instead of protecting them. We can hold people accountable. We can fix what was broken. And we can build safeguards strong enough to ensure the mistakes of the past are never allowed to define this institution again. These steps are consistent with any institution of excellence that is constantly striving for improvement.”

It was unclear if the report made recommendations or demanded any action to address what the FBI now regards as past shortcomings.

The FBI message says the report is meant to “promote fierce organizational accountability” and rebuild “public trust.” But Patel’s critics say the politically charged investigations into perceived adversaries of Trump that the FBI has embarked on under his watch, as well as the punishment of agents who participated in investigations into the Republican president to which they were assigned, have eroded faith in the nation’s premier federal law enforcement agency.

The Patel Report most prominently refers to a classified internal review commissioned under Federal Bureau of Investigation (FBI) Director Kash Patel in October 2026, examining chapters in the bureau’s past where leadership and operational decisions allegedly “fell short”.

The 2026 FBI “Patel Report”

Mission and Bureau Framing: According to an internal message circulated to the workforce and obtained by the Associated Press via PBS NewsHour, the document is intended to establish “fierce organizational accountability”. Bureau leadership framed the review as an effort to openly confront past institutional failures, implement safeguards, and rebuild public confidence rather than shielding prior mistakes.

Institutional Context: The classified dossier aligns with Patel’s vocal critiques of prior FBI leadership—notably former directors James Comey and Christopher Wray. Since taking office, Patel has pursued internal investigations and terminations of agents and analysts tied to past politically sensitive inquiries.
Criticism and Blowback: As reported by The Independent and The Times of India, critics and former intelligence officials argue the document is part of a broader effort to rewrite bureau history and justify retaliatory personnel actions against agents who worked on past probes into Donald Trump. The circulation of the report coincided with high-level departures at the bureau, including the resignation of Co-Deputy Director Andrew Bailey.
Other Notable Usages

In different political and historical contexts, the term may also refer to:

Priti Patel Bullying Inquiry (UK, 2020): An independent government investigation led by Sir Alex Allan into workplace bullying allegations against then-UK Home Secretary Priti Patel, covered extensively by The Guardian. Allan concluded that Patel had breached the Ministerial Code, leading to Allan’s resignation when Prime Minister Boris Johnson opted not to sanction her.

The Patel Report on Prison Substance Abuse (UK, 2010): A policy review chaired by Lord Kamlesh Patel and published by the UK Government, focusing on drug treatment, rehabilitation programs, and crime reduction strategies across prisons in England and Wales.
