Yahya Sinwar was under the complete control of the GRU, the Russian Military  Intelligence Service. October 7 operation was authorized on the highest level: by Putin himself.
It looks like it was carefully planned and executed by Igor Kostyukov, the head of the GRU, and Yunus-bek Yevkurov, with likely participation of Ramzan Kadyrov.
