August Hanning investigation of the Hamburg cell
As the head of Germany’s Federal Intelligence Service (BND) from 1998 to 2005, August Hanning oversaw the extensive and highly controversial investigation into the Hamburg cell, the al-Qaeda network that planned and executed the September 11 attacks. [1, 2, 3, 4]
The Intelligence Failure & Initial Investigation
Prior to September 11, 2001, key hijackers including Mohamed Atta, Marwan al-Shehhi, and Ziad Jarrah lived and studied in Hamburg completely undetected by German authorities. Following the attacks, Hanning and the BND faced intense pressure from both domestic critics and U.S. counter-terrorism officials for failing to identify the cell sooner. In response, Hanning mobilized the BND to audit bank accounts, intercept wiretaps, and piece together the cell’s timeline, financing, and connection to Osama bin Laden. [1, 3, 4, 5, 6]
The Capture and Interrogation of Mohammed Haydar Zammar
A focal point of Hanning’s operation was Mohammed Haydar Zammar, a radical Islamist cleric based in Hamburg who was suspected of recruiting Atta and others into the al-Qaeda network. [7]The Detainment: In late 2001, Zammar was targeted by a joint U.S.-German intelligence effort. He was subsequently detained in Morocco and transferred to a prison in Syria. [7]
The Interrogation: Under Hanning’s direction, the BND negotiated with Syrian authorities to allow German agents to interrogate Zammar in Damascus in November 2002. Hanning later acknowledged the extreme geopolitical pressure the agency faced to obtain actionable intelligence from the cell. [3]Recent Developments (October 2026)
Hanning’s past career and legacy have re-entered the spotlight following his arrest on October 6, 2026, on charges of treason, espionage, and trading state secrets. [8, 9]
Ironically, the investigation that led to his arrest began due to a completely unrelated child custody dispute involving prominent Hamburg businesswoman Christina Block. During police searches of Hanning’s properties linked to that case, investigators uncovered an electronic storage device containing roughly 2,000 classified BND documents. Federal prosecutors allege that a former aide, Manfred D., smuggled these secrets to Hanning over a decade, which Hanning then used for his private security consulting work and allegedly passed to foreign intelligence agencies. A German judge ordered Hanning to be held in pretrial detention. [9, 10, 11, 12][1] breakingnews.ie

#Germany: more on the #Hanning case.
– In Feb. 2022 August #Hanning wrote a four-page letter to then-chancellor Olaf Scholz asking him to intervene with #Latvia over the collapse of PNB Banka, the bank whose supervisory board had left Hanning facing multi-million-euro claims and a garnished pension.
– The occasion was an imminent visit by then-Latvian prime minister Krišjānis Kariņš.
– Hanning asked Scholz to raise the insolvency and the damages claims with Kariņš and to press him to “agree to an independent investigation.”
– Hanning had sat on the board for about two years, responsible for compliance, at €12,000 a month.
– The insolvency administrator later sought nearly €32 million from him and eight others, including former #NATO secretary-general Anders Fogh Rasmussen;
– @BILD has put Hanning’s personal exposure at up to €4 million.
– Hanning later told Bild the Chancellery did nothing.
– A Latvian court ordered two-thirds of his pension, reported at up to €11,000 a month, garnished. Germany enforced the order. #Denmark blocked enforcement against Rasmussen pending a final ruling.
