Nikolai Patrushev, August Hanning, and Efraim Halevy sat at the helm of their respective nations’ primary intelligence services on September 11, 2001—leading Russia’s Federal Security Service (FSB), Germany’s Federal Intelligence Service (BND), and Israel’s Mossad.

Examining these three figures together requires separating two distinct frameworks: the documented historical record of pre-9/11 intelligence warnings, jurisdictional blind spots, and post-9/11 geopolitical realignment; and the alternative counterintelligence hypothesis that attempts to link Moscow, Berlin, and Tel Aviv as covert facilitators of the attacks.

1. The Counterparts in September 2001

OfficialAgency & TenurePre-9/11 Intelligence PosturePost-9/11 Strategic PivotNikolai Patrushev
FSB (Russia)
1999–2008
Issued general warnings to Washington in summer 2001 regarding Al-Qaeda training suicide pilots; monitored jihadist transit across the Caucasus and Central Asia.Leveraged 9/11 to align the Second Chechen War with the U.S. Global War on Terror; shared Central Asian intelligence with the CIA while consolidating domestic siloviki power.August Hanning
BND (Germany)
1998–2005
Held early, fragmented signals on extremists in Germany (such as the 1999 contact info for Marwan al-Shehhi), but failed to uncover the operational core of the Hamburg cell before the strike.Expanded CIA-BND counterterrorism liaison, oversaw controversial offshore interrogations (e.g., Mohammed Haydar Zammar), and cultivated close BND-FSB channels under Chancellor Gerhard Schröder.Efraim Halevy
Mossad (Israel)
1998–2002
Dispatched senior counterterrorism officers to the CIA and FBI in August 2001 warning of “credible chatter” that up to 200 Al-Qaeda operatives were preparing a major assault on U.S. targets.Capitalized on the shift in global counterterrorism norms, as Washington adopted pre-emptive targeting doctrines long favored by Israeli security services.
2. The Documented Intelligence Record

Nikolai Patrushev and the FSB
Having succeeded Vladimir Putin as FSB Director in August 1999, Patrushev viewed transnational Sunni extremism primarily through the prism of the North Caucasus and Taliban-controlled Afghanistan. During the summer of 2001, Russian intelligence transmitted warnings to the U.S. intelligence community indicating that Osama bin Laden’s network was preparing high-profile suicide operations, potentially involving aircraft.
Immediately following the attacks, Putin was the first foreign leader to call President George W. Bush. For Patrushev and the FSB, 9/11 provided an immediate diplomatic dividend: it quieted Western criticism of Russian military operations in Grozny and reframed Chechen separatists as components of the same international terrorist network that struck New York and Washington.
August Hanning, the BND, and the October 2026 Espionage Scandal
Germany was the primary logistical and ideological incubator for the 9/11 tactical leaders—Mohamed Atta, Marwan al-Shehhi, Ziad Jarrah, and Ramzi bin al-Shibh—who formed the Hamburg cell. Under Germany’s strict post-WWII constitutional separation between police and intelligence (Trennungsgebot), responsibility was fractured among Hamburg state authorities, domestic intelligence (BfV), and Hanning’s foreign intelligence service (BND). While the BND passed Marwan al-Shehhi’s first name and U.A.E. phone number to the CIA in 1999, neither Berlin nor Langley connected the Hamburg students to an active domestic hijacking plot until after the towers fell.

After 9/11, Hanning positioned himself at the forefront of the international fight against Al-Qaeda, receiving the U.S. Intelligence Distinguished Public Service Medal in 2017. However, Hanning’s legacy underwent a dramatic reassessment on October 6, 2026, when German federal prosecutors arrested the 80-year-old former spy chief alongside former long-serving BND chief of staff Manfred Dankesreiter on suspicion of treasonous espionage. Investigators scrutinized Hanning’s private consulting activities and alleged that he passed sensitive top-level BND summaries to foreign intelligence representatives—bringing renewed scrutiny to the deep ties Hanning cultivated with Patrushev’s FSB during Gerhard Schröder’s chancellorship.
Efraim Halevy and the Mossad
In August 2001, Halevy’s Mossad delivered a formal warning to the CIA and FBI alerting Washington that Al-Qaeda operatives were infiltrating the United States for a large-scale assault. Despite this strategic alert, Halevy has consistently maintained that Mossad possessed no tactical foreknowledge of the specific plot, targets, or timing, stating that when Prime Minister Ariel Sharon received word of the first plane strike during a meeting with him, the specific event “caught everyone by surprise”. In Halevy’s assessment, 9/11 permanently altered the international legal and operational rules of counterterrorism, making pre-emptive action an accepted global standard.
3. Evaluating the “Tripartite Hypothesis” (Russia, Germany, Israel)
In alternative counterintelligence literature and fringe OSINT analysis, Patrushev, Hanning, and Halevy are sometimes grouped together as the alleged nexus of a covert state-sponsored operation—or a coordinated “let-it-happen” intelligence compact—behind 9/11.

The Core Arguments of the Hypothesis
Proponents of this theory synthesize several historical anomalies into a single narrative:
The Russian Vector: Ayman al-Zawahiri (bin Laden’s deputy and operational planner) was detained in Dagestan by Russian authorities for six months from December 1996 to May 1997 before being released. Theorists argue the FSB compromised or turned Zawahiri, using Patrushev’s apparatus to steer Al-Qaeda toward the United States.

The German Vector: The Hamburg cell operated for years in Germany without disruption despite intersecting with individuals monitored by German and U.S. intelligence (such as Mamoun Darkazanli and Mohammed Haydar Zammar). Combined with Hanning’s close relationship with the FSB under Schröder—and his October 2026 arrest for alleged foreign espionage—theorists posit that the BND provided covert protection or acted as a cutout for Moscow.

The Israeli Vector: Following 9/11, U.S. law enforcement detained dozens of Israeli nationals for immigration violations or suspicious behavior—most notably employees of Urban Moving Systems in New Jersey and groups of purported “art students” who had visited DEA and federal facilities. Theorists combine these detentions with Halevy’s August 2001 warning to allege active Mossad surveillance and operational complicity in the hijackings.

Tradecraft and Structural Critique

When subjected to rigorous counterintelligence methodology, the tripartite hypothesis suffers from fatal structural flaws:

Conflation of Strategic Chatter with Tactical Control: Intelligence services routinely detect noise and strategic intent (e.g., “Al-Qaeda is moving operatives to the U.S. for a major strike”) without possessing the tactical specifics (dates, flight numbers, identities of all 19 hijackers). The fact that the FSB, BND, and Mossad all had partial visibility into jihadist networks prior to 9/11 reflects standard intelligence collection against a transnational target, not joint orchestration.

Surveillance vs. Facilitation: Even if foreign intelligence services—including Israeli or German assets—were running unilateral collection or monitoring operations against Middle Eastern extremists in the West or the United States prior to 9/11, observing an adversary network is fundamentally distinct from directing it. Unilateral intelligence operations on allied soil are routinely concealed to avoid diplomatic blowback when a catastrophic failure occurs.

Incompatible Geopolitical Incentives and Compartmentalization: A covert operation requiring active collusion among Patrushev’s FSB, Hanning’s BND, and Halevy’s Mossad—filtered through an ideological movement of Sunni jihadists—violates every rule of operational security. Moscow, Berlin, and Tel Aviv held sharply conflicting strategic interests regarding Iran, Iraq, Syria, and NATO expansion. Maintaining total silence across three competing intelligence bureaucracies for a quarter-century, without a single defector, intercepted cable, or archival leak, is operationally implausible.

Opportunism Over Orchestration: Rather than acting as co-conspirators before the fact, all three intelligence chiefs acted as ruthless realists after the fact—immediately utilizing the shock of 9/11 to advance their own national security agendas with Washington.

The “Collusion”?
Nikolai Patrushev, August Hanning, Efraim Halevy, and the 9/11 Attacks – GS
AI Overview
The intersection of Nikolai Patrushev, August Hanning, Efraim Halevy, and the 9/11 attacks centers on how intelligence chiefs from Russia, Germany, and Israel navigated the immediate aftermath of September 11, 2001, and how their interconnected histories resurfaced in a major 2026 German espionage scandal. [1, 2]
During the 9/11 attacks, these three men led their respective nations’ top intelligence or security agencies: [1, 2, 3]
Nikolai Patrushev was the Director of Russia’s Federal Security Service (FSB).
August Hanning was the President of Germany’s Federal Intelligence Service (BND).
Efraim Halevy was the Director of Israel’s Mossad. [1, 2]

1. The 9/11 Alignment and Cooperation (2001)

In the wake of September 11, 2001, the global intelligence landscape shifted toward unprecedented—if cautious—cooperation against international terrorism.
August Hanning (Germany): Hanning’s BND faced intense scrutiny immediately after 9/11 when it was discovered that the “Hamburg Cell,” which included lead hijacker Mohamed Atta, had planned the attacks while living in Germany. Hanning worked closely with U.S. and allied agencies to dismantle these networks and reform European intelligence sharing.
Efraim Halevy (Israel): Under Halevy, the Mossad provided crucial strategic insights to the United States. Halevy later reflected that 9/11 forced global spy agencies to realize that the traditional “rules for fighting terror had to change,” particularly concerning how terrorists utilized the early internet to coordinate across borders. He became a notable defender of Western intelligence leaders, such as CIA Director George Tenet, against political fallout. [1]
Nikolai Patrushev (Russia): Following the attacks, Russian President Vladimir Putin was the first foreign leader to call U.S. President George W. Bush. Under Patrushev’s FSB, Russia temporarily shared intelligence on Afghanistan and Al-Qaeda networks with the West, capitalizing on the moment to frame Russia’s own war in Chechnya as part of the global war on terror.

2. The 2026 German Espionage Scandal Connects the Threads

The names of these post-9/11 spymasters re-entered global headlines following the October 2026 arrest of August Hanning by German federal prosecutors on charges of treasonous espionage. This scandal brought his historical ties to both Patrushev and Middle Eastern intelligence back into focus: [1, 2, 3, 4]
The Hanning-Patrushev Link: After retiring from the BND, Hanning entered private corporate intelligence. Investigators highlighted Hanning’s persistent relationship with Kremlin-linked figures. Most notably, he attended a closed-door 2019 conference in Moscow focused on Europe-Russia relations where he was a “guest of honor” alongside Nikolai Patrushev (who was then the Secretary of Russia’s Security Council). [1, 2, 3]
The Classified Leak: Hanning is accused of paying his former BND chief of staff, Manfred D., to illicitly spirit out roughly 2,000 highly classified documents over a 12-year period. Hanning allegedly used these files—which included high-level executive briefings intended for the German Chancellor—to fuel his private consulting business. [1, 2, 3]
Foreign Intelligence Disclosures: German prosecutors revealed that Hanning compromised state secrets by passing intelligence to foreign services. German media outlets (such as Die Welt and WDR) reported that while Russia may not have been the direct recipient of these specific leaks, Hanning allegedly shared analysis and data with intelligence services in Azerbaijan and Israel. [1, 2, 3, 4, 5]

Summary of Roles & Intersections

The intersection of Nikolai Patrushev, August Hanning, and Efraim Halevy around the time of the September 11, 2001 attacks centers on a critical period of intense international intelligence sharing. As the respective spy chiefs of Russia, Germany, and Israel, these three figures were at the forefront of tracking global Islamist terrorism before and immediately after the tragedy.
The roles of these three intelligence directors and their connection to the event are outlined below.

1. The Intelligence Directors (September 2001)

DirectorAgencyCountryRole During 9/11 EraNikolai PatrushevFSB (Federal Security Service)RussiaWarned the U.S. about Al-Qaeda and shared intelligence on Afghan training camps.August HanningBND (Federal Intelligence Service)GermanyTracked the “Hamburg Cell” retroactively and managed the fallout of terrorists operating on German soil.Efraim HalevyMossadIsraelAnalyzed the systemic intelligence failures and warned of the shifting “rules of engagement” for global terror.
2. Pre-9/11 Warnings and Inter-Agency Dynamic
In the summer of 2001, global intelligence agencies were picking up significant “chatter” regarding a massive, imminent terrorist spectacular, though specific dates and targets remained elusive.
The Russian-American Track (Patrushev): Under the direction of Russian President Vladimir Putin, Nikolai Patrushev’s FSB repeatedly warned the CIA and U.S. officials throughout 2001 that Al-Qaeda was preparing a major operation. Russia had been fighting Islamist extremists in Chechnya and tracking their ties to camps in Afghanistan. Patrushev explicitly shared data regarding the threat environment, though Washington largely viewed Russia’s warnings through the skeptical lens of the Chechen conflict. [1]

The German Blindspot (Hanning): Under August Hanning, Germany’s BND was actively monitoring Islamic extremists but completely missed the “Hamburg Cell.” Key hijackers, including Mohamed Atta, Ramzi bin al-Shibh, and Marwan al-Shehhi, had lived and planned the attacks out of an apartment in Hamburg. The failure to detect this operational cell on German soil became a major point of friction between Hanning’s agency and the U.S. intelligence community after the attacks.

The Israeli Assessment (Halevy): Efraim Halevy’s Mossad maintained a high alert regarding Al-Qaeda but focused heavily on regional threats. Halevy later noted that while intelligence agencies knew a strike was coming, they failed to anticipate the tactical use of commercial airliners as guided missiles. Halevy became a staunch defender of CIA Director George Tenet, arguing that the systemic structure of Western intelligence, rather than any single individual, was ill-equipped to combat stateless, internet-coordinated terror networks. [1]
3. The Immediate Post-9/11 Alliance
The September 11 attacks forced an unprecedented—albeit temporary—intelligence alliance between these three figures and the United States:
The Bush-Putin Coalition: Immediately following the attacks, Putin was the first foreign leader to call U.S. President George W. Bush. Patrushev’s FSB opened its archives on Afghanistan to the CIA, providing maps, logistics, and human intelligence that proved vital to the U.S. invasion of Afghanistan and the toppling of the Taliban.

Hanning’s Reform: Hanning’s BND shifted immediately into damage control, launching aggressive internal investigations into how German university students radicalized under their noses. This led to massive structural overhauls in Germany’s domestic surveillance laws.

Halevy’s Paradigm Shift: Halevy publicly emphasized that 9/11 rewrote the manual on counterterrorism. He noted that the plotters’ innovative use of the early internet to coordinate flight schools and finances was a “stark revelation” that required global intelligence to shift toward massive digital data harvesting. [1]
4. Later Connections and Recent Developments
While their professional intersection peaked during the 2001 counterterrorism coalition, these figures remained influential for decades, occasionally crossing paths in the private sector or geopolitical forums:
Patrushev & Hanning (2019/2026): Long after leaving government, August Hanning transitioned into private security consulting. In 2019, Hanning attended a security conference in Moscow focused on Europe-Russia relations. The event was chaired by Nikolai Patrushev (who was then the Secretary of the Russian Security Council).

Hanning’s Legal Troubles (October 2026): In a major intelligence scandal, the 80-year-old August Hanning was arrested by German authorities on charges of treasonous espionage. Federal prosecutors allege that Hanning used an insider mole to steal nearly 2,000 classified BND documents to sell or use in analyses for foreign intelligence services during his post-government consulting career.
