The FBI’s PENTTBOM investigation (short for Pennsylvania, Pentagon, and Twin Towers Bombing) was the largest criminal probe in U.S. history. While it successfully mapped out the hijackers’ movements within hours, it faced severe criticism from government watchdogs, independent commissions, and civil liberties groups. [1]
Critics focused heavily on indiscriminate immigration detentions, systemic intelligence-sharing failures, and the downplaying of foreign state connections.

Civil Liberties & Detainee Misconduct

The most legally and ethically damaging critiques came from an extensive review by the Department of Justice Office of the Inspector General (OIG). The OIG and civil rights organizations faulted the PENTTBOM team for several systemic abuses: [1]
Indiscriminate Roundups: The FBI made little effort to distinguish between actual terror suspects and undocumented immigrants who were merely “coincidentally encountered” during PENTTBOM leads. [1, 2]
“Hold Until Cleared” Policy: Detainees were held indefinitely until completely cleared of terrorism ties by the FBI. The OIG found that this process took an average of 80 days because the FBI understaffed the clearance process and failed to give it proper priority. [1]
Due Process Violations: Many detainees were not served with timely notices of their immigration charges, severely hindering their ability to secure legal counsel or request bond hearings. [1]

Suppression of Saudi Arabia Connections

Independent journalists and legal watchdogs have heavily criticized the FBI for allegedly obfuscating or ignoring evidence that connected the hijackers to foreign state sponsors, particularly Saudi Arabia. [1]
Downplaying Field Agent Intelligence: Declassified memos revealed that PENTTBOM leadership routinely steered investigators and the subsequent 9/11 Review Commission away from Saudi Arabia. They downplayed or actively disavowed reports written by their own field agents regarding suspected terror ties tied to the kingdom. [1]
The Sarasota Contradiction: For a decade, the FBI publicly denied that an investigation into a Saudi family living in Sarasota, Florida, yielded any connections to the 9/11 plot. However, a declassified 2002 FBI memo later revealed that investigators had initially found “many connections” between the family and the hijackers, fueling accusations of a cover-up. [1]

Analytical Rigor & Bureaucratic Friction

Government panels, including the 9/11 Commission, cited major operational flaws in how the PENTTBOM team evaluated and gathered information: [1]
Over-Cautious evidentiary standards: Investigative panels faulted the PENTTBOM team for failing to pursue certain leads aggressively enough. They frequently discounted critical intelligence simply because it could not be completely or legally proven in a standard court of law.
Inter-agency Feuding: Despite the national emergency, the PENTTBOM team continuously feuded with the CIA and other intelligence agencies regarding access to vital, time-sensitive information.
Mishandled Evidence: International partners expressed immense frustration over the FBI’s failure to share critical evidence. For instance, British investigators noted that the FBI failed to share vital flight calculation notes seized from suspected handler Omar Al-Bayoumi, a mistake they labeled “game-changing” for their own interrogation efforts. AI Overview
Criticism of PENTTBOM—the FBI’s massive investigation into the September 11, 2001, terrorist attacks—centers on the handling of immigrant detainees, missed or unpursued intelligence, friction with partner agencies, and how it managed leads regarding foreign state ties. [1, 2, 3, 4]

1. Indiscriminate Detention and Civil Rights Violations

Failure to Distinguish Suspects: A landmark report by the U.S. Department of Justice Office of the Inspector General (DOJ OIG) criticized the FBI (particularly in New York City) and the Immigration and Naturalization Service (INS) for making little effort to separate individuals actually suspected of terrorism from non-citizen immigrants who were picked up coincidentally during PENTTBOM leads.
Haphazard Classification: Investigators categorized hundreds of detained immigrants as high-interest “persons of interest” without clear, objective criteria.
Delayed Clearance: The clearance process to verify whether detainees had any terror links took an average of 80 days due to understaffing and low institutional priority. Many detainees experienced severe confinement conditions and delayed notification of charges. [1, 2, 3]

2. Disregarding or Downplaying Saudi Connections

Dismissal of Leads: Critics and watchdog reports have faulted the FBI for steering investigations away from potential Saudi Arabian government links.
Contradictory Memos: Internal reviews and declassified documents (such as a 2002/2014 FBI memo regarding Saudi nationals in Sarasota, Florida) showed that the bureau previously dismissed or downplayed agents’ reports detailing connections between the hijackers and individuals tied to the Saudi kingdom. Critics argued the FBI was overly dismissive of leads that complicated official diplomatic narratives. [1]

3. Interagency Friction and Information Silos

Feuds with the CIA and Other Agencies: The PENTTBOM team frequently clashed with the CIA and foreign intelligence services over access to critical information, intelligence sharing, and operational coordination.
Missed or Delayed Evidence: Congressional panels and the The 9/11 Commission Report noted that intelligence failures predated 9/11, and post-attack investigative work sometimes suffered from the FBI’s historical cultural resistance to sharing intelligence seamlessly across federal, state, and local boundaries. [1, 2]

4. Over-Pursuit of Dead Ends vs. Under-Pursuit of Core Threads

Overwhelming Volume: Chasing more than 500,000 investigative leads and hundreds of thousands of public tips strained the bureau’s resources.
Critical-Path Critique: Other investigative panels faulted the PENTTBOM task force for spending disproportionate time disproving dead-end theories while occasionally being too quick to discount or fail to aggressively follow up on specific tactical evidence because it could not be immediately or thoroughly proven.
